Shipping faces the same problem aviation does: lower-emissions fuel is scarce, expensive, and rarely available exactly where a vessel loads. Book and Claim separates the environmental attribute from the physical fuel. A lower-emissions fuel enters the supply where it makes sense, and the verified reduction is retired to the party that funded it. The attribute is certified, tracked separately, and counted once, so the reduction holds up in due diligence.
